OCWAP Enforcement Action Summary:
Kendall Auto Center

OCWAP has reviewed monitoring results submitted to the DEQ by Kendall Auto Center for discharges that took place between February of 2002 through April of 2006, and while our review did not reveal any violations of permit pollutant limits, it appears that Kendall Auto Center has failed to adequately monitor its discharges during the first quarters of 2005 and 2006. Specifically, Oregon’s statewide general wash water permit requires Kendall Auto Center to monitor for the concentration of total suspended solids and oil & grease in its wash water discharges, and monitoring reports sent to the DEQ by Kendall Auto Center indicate that Kendall Auto Center failed to monitor for total suspended solids and oil & grease during the first quarter of 2005 and the first quarter of 2006. OCWAP sent Kendall Auto Center a letter on May 27, 2006 notififying Kendall of these violations and of OCWAP’s intent to file a Clean Water Act enforcement action against Kendall if Kendall continues to violate its permit and the Clean Water Act by failing to meet its monitoring responsibilities.
