OCWAP Enforcement Action Summary:
Cottage Grove City Shop

OCWAP reviewed the water quality file for the Cottage Grove City Shop at the DEQ’s Eugene office in 2003 and this review appeared to indicate that the city had violated its permit and the Clean Water Act by failing to submit a stormwater pollution control plan to the DEQ, and by failing to submit stormwater monitoring reports for the 1999-2000, 2000-2001, 2001-2002, and 2002-2003 monitoring periods. OCWAP contacted the City of Cottage Grove on behalf of Sierra Club about these violations in November of 2003, which prompted the City to submit its stormwater pollution control plan to the DEQ and by conducting stormwater monitoring before the end of November. The City indicated in a letter to OCWAP that it was unable to locate any monitoring results other than the November, 2003 results for the period 1999-2003.

OCWAP subsequently discovered in 2005 that the City failed to submit monitoring results for 2003-2004 and 2004-2005 to the DEQ and contacted City of Cottage Grove Director of Public Works Robert Sisson on September 6, 2005 about this. The City responded by submitting 2003-2004 and 2004-2005 monitoring results to the DEQ on September 16, 2005.
